Well, we're not going over the wall this time. And we haven't gotten any word that the upper floors are supposed to be dangerous.

[He's taking all day to openly build his tower they have plenty of time to stop him!]

And you accept that they are being honest with you about all of the dangers?

It's likely a violation of rule two. "Destruction and defamation of any property is prohibited and will result in severe punishment." Do you really want to learn what passes for "severe" punishment here?

There's no destruction or defamation as long as everything is put back as it was.

I could probably easily climb the walls, but the marks of my claws would be likely to count as such.

Then we should just put everything back. The benefits don't outweigh the risks.
